Meet Our Officers

   The Rock Hill Council of Neighborhoods is headed by an executive committee made up of officers and an advisor. Each officer is elected from our general membership and serves no more than two consecutive two-year terms.
    Listed below are the individuals who make up this year's executive committee:

Secretary - Sandra Oburokumo

   Sandra is a retired federal employee with 28 plus years with US Department of Agriculture and over 25 years with the USDA Forest Service.
   Born in Rock Hill, Sandra migrated to Washington, DC as a child where she attended school (except for 2 years schooling in Rock Hill, Emmett Scott High School class of 1967), college, and spent most of her work career. She then retired and returned to Rock Hill in 1999.
   Some of Sandra's other affiliations/duties are: Inside Rock Hill Fall 2004 Graduate, Secretary for the Urban Rock Hill Weed & Seed Steering Committee, member of the Tree Commission, Assistant Secretary for Rock Hill NAACP, Pineridge Estates Neighborhood Representative, part time worker at Safe Passage Domestic Violence Shelter, and member of Freedom Temple Ministries.


Treasurer - Mary Hemleb

   Mary is retired from Lowenstein/Springs/Springfield with 42 years of experience in accounting. Born in Middletown OH, Mary graduated from High Point High School in Beltsville, MD, and has attended school in TN, OH, PA, MD, and SC.
   Mary has lived in Rock Hill for 46 years and is the current president of the Ebenezer, Oakland, Park Neighborhood. She works as a volunteer at the Hospice Resale Store and also volunteers at First Presbyterian Church, where she loves to take care of the children at the church.


President Emeritus - Frank Myers

   RHCN believes in continuity of leadership, and to that end maintains a president emeritus position. Frank Myers serves in that capacity for 2012-2014. Frank is both a past president and past vice president of the RHCN. A 13 year resident of Rock Hill, Frank relocated here from the Catskill Mountains of New York, with a 33 year detour stop in Akron, OH. His involvement is community service began in 1967 when he joined the Akron JayCee's. This started Frank on what has grown into 44 years of volunteering at the PGA tour stop at the Firestone Country Club in Akron, now known as the World Golf Championships – Bridgestone Invitational. A retired engineer, he also volunteers with Hospice & Community Care, and and the IRS VITA program Frank spent five years as president of the Spencer Estates Neighborhood Association, the neighborhood where he lives.


Council Liaison - Terry Windell

   The final member of our team is Terry Windell. Terry is a Neighborhood Empowerment Coordinator with the City of Rock Hill, where he serves as an ex officio member of the Executive Board and the link between the Council of Neighborhoods and the City. Terry deals with many neighborhood issues within Rock Hill, such as helping set up new neighborhood groups and assisting existing groups with whatever issues arise.
   Terry is a past president of the East Town Neighborhood Association and also a past president and past vice president of the Rock Hill Council of Neighborhoods.
